South Korean Four rivers restoration equals regional economic revitalization
The government-driven four rivers restoration project, which started in 2009, is not just for waterway renovation. It further aims to restore life into the rivers, raise efficiency of land use, lay the basis for green growth and lead regional economic development.
The restoration of the Han, Geum, Nakdong and Yeongsan Rivers, to be completed by 2012, is proceeding as planned, with the building of 16 sluices along the water courses.
The project will reinforce eroded riverbanks, repair washed-out areas and restore the ecosystem of the rivers. It will also build small- and medium-sized dams, pools to prepare for drought, flood retention areas and bicycle paths to link the upper and lower streams of rivers.
The multi-purpose restoration project is, more than anything else, expected to activate the regional economy.
About 38 trillion won (US$33.5 billion) worth of production inducement effect and 360,000 new jobs are forecast to be made through the project, according to a report by the Construction Economy Research Institute of South Korea (CERiK) last year.
In particular, IT and eco-friendly businesses will be fully utilized and developed during the restoration work.
High-end IT technologies are being used in securing water resources, controlling floods, measuring water levels and pollution, while wind and hydroelectric power plants around the 16 sluices and newly emerging recyclable energy development businesses are highly likely to raise the overall level of employment nationwide.
Of the 360,000 new jobs forecast to be created, about 220,000 will be from restoration-related culture businesses, such as eco-tourism around the four rivers and the construction of family parks around the riverbanks, said the government.
